If people are wanting to set it to extra high they are doing so for a reason, in some maps this may be a disadvantage but its also gonna be unplayable with all the lag anyways and you might as well remake, also this could be used to detect if someone is using hacks.
However it is possible to send yourself the low latency while the other players are on high, I wouldn't have a clue how well this would work tho.
