This is called a DIrtY MIRT (Do It Yourself Mobile Infra Red Transmitter). It's pretty secksy, and only cool people get them. So....I have one(actually in the process of making one, but whateva). Anyways, the traffic lights will respond to the infra red transmission, and gladly turn green for the user.

(the camera on top of the lights can see the IR light, just fair warning.)

And now for the diclaimer. This is Illegal boys and girls, so keep that in mind before building it. Now having said that, it could be very handy in an "Emergency" you know, like when you are late to pick up your date.

You'll have to check with your local police department to determine if it's legal for civilians to possess class 4(I think, I'm probably wrong) IR devices.
