I also did a windows update from my start menu and SP3 wasn't offered.

Because Microsoft is delaying the public channel release for some odd reason (maybe because it makes Vista look even ****tier). The 29th was the date Microsoft was supposed to release to the public but instead its looking like they only released to the OEM channel.
This exact download (SP3 Final/RTM) has actually been out since the 26th for Corporate and MSDN/Technet users. I could have posted it then but i waited till i got verification that this was in fact the real deal and not a beta.
I also have upgraded to SP3 and i recommend everybody else does too. It definitely feels smoother and faster and i got a slight FPS improvement in a few games.

With this re-enable all of the useless crap I have disabled that sp1 and sp2 added on?

To many things to list, pretty much anything useless that Windows had turned on, which was alot of stuff.
I've got my XP tweaked to hell and back, I don't wanna have to re-do all of that for some crappy little 5-15% boost in performance.

Looking through my tweaks it looks like only a few things got reset (the stuff i had to modify windows components to do). All the services i disabled and stuff are still disabled and the tweaks i made still there other than that.
I'm currently using the brisco transformer so that my computer looks like vista. Will SP3 affect it?

Actually I typed SP3 into google news and apparently microsoft didn't release it today to the public because they think there are still lots of problems with it. At least that is their public statement.

Can someone with SP3 right click their taskbar and see if the Address toolbar is still available? I installed the RC version of SP3 a while ago and they removed that option... If the final version still has it removed, then i'm sticking with SP2.

Nope, its only ONE problem and its software compatibility issues with () their own software (the Microsoft Dynamics Retail Management System) which actually isn't all that common. Should also be mentioned that RMS is also not compatible with Vista SP1 but they sure pushed that out the door.
I haven't had any problems on any of the numerous machines i have installed this on. And, since when has a few software compatibility issues ever stopped Microsoft? They are just trying to delay its public release so Vista doesn't look as bad.... bastards.
