As long as there is no conflict then state police enforce federal law. However, whenever there is a conflict state police do NOT enforce federal law. State police can only arrest people for violating state statutes and select federal statutes. The Model Penal Code is a composite of federal and state law, but if there is a state statute that conflicts with federal code, then until the courts resolve it state police cannot serve arrest warrants and prosecutors cannot charge people without a state statute to charge them with, and cannot charge them with a federal offense if a state statute proactively allows the behavior.

Here's how I stand:
Like alcohol trafficking during the 1920s, making weed illegal causes a **** load of problems. People are going to do it anyway. People are going to grow it and sell ****ty quality stuff to the people, because they are growing it in their basements rather than outdoors where it should be grown. This is not to mention weed being laced with other **** to really **** you up. If weed were legal, it would be in a private industry like tobaco, and would be taxed. This would create a large form of revenue for the government and would ensure the quality of the weed, and thus the saftey of the addicts.

I'm for stricter punishments for those caught with it, and all drugs for that matter. Infact if you get caught a second time with a class 1 narcotic should be sentenced to death or at the least thrown in jail forever, people who repeatedly get caught have no intention of giving up those drugs, and that makes them useless to society.

I'm also against legalizing pot because of all the people who lobby for it, they don't give a damn about the real important laws we need changed, no all they care about is their stupid plant.
Instead of worrying about a plant and getting your next buzz, how about you try fixing some laws that really fricken matter.

The laws here in Japan are very strict on this stuff, you can get harsh penalties for that ****.

i think it'd be more effective if they just get the **** beat out of them each time they get caught.

I've always wanted to open a store selling marijuana products, Tea's.. Coffee.. Candies! all types of food...
