GIMP : Smudging
Start out by drawing a few lines...
 Than take the smudge tool and start smudging, don't do this too quickly or it will look ugly.  Keep smudging the edges untill it looks nice and pretty, you can change the opacity if you want a lighter less harsh smudge, here is my end result.  You can do a bunch of things using the smudge tool, I did this in less than a minute by dividing the image with 2 colors, red and black than I used the smudge brush to blend the two colors togather.
