Help with table problem

Ok, so I designed a little something in Fireworks and then saved as HTML with slices and imported into Dreamweaver. This is my normal step. It imports into Dreamweaver like a table.

My problem is that when the main part stretches down instead of the cell that I want to stretch down the cell on top of it does.

When I add a lot of text to the main part, I want cell 1 to stay the same height while cell 2 stretches. Any help?

edit: I'm not sure what exactly you mean... can you explain more carefully?
