Good site

How can I create a good looking site like this one? I believe my ISP provides hosting but how can I turn a blank page into something that looks kind of like this?

By this you mean a forum? Bwhacks is just one large Forum powered by VBulletin. What you need is a SQL database and an FTP account. All you do is upload all of the files within the ZIP or RAR folder with Vbulletin to your server, and you run the install scrip. There should be instructions that come with the board that are more in depth.

First and foremost you need to learn Web Programming Languages to generate any what so ever information. The popular are HTML, PHP and ASP. As a beginner, I would suggest learning how to use editors like MS Front Page and Dream Weaver. Just like creating software, creating Web Pages is programming with web code. You can however always find pre-generated scripts by simply Google searching Bulletin Boards or PHP Portals.

download free software and read up on tutorials i guess, i made a website from scratch without spending any $$ but its not a forum, and its all html :(

trying to turn it into an internet index, and a place for all my stuff, but I always get distracted by games lol

Tutorials, Free software, and maybe help form someone who knows what theyre doing. thats about all you actually NEED.

To create a Vbulletin Bulletin Board from scratch you need years of experience in MySQL, PHP, and quiet a lot of free time. Skinning on the other hand only requires HTML, CSS, and Photoshop knowledge. Google search for skinning tutorials. http://opserty.codename-tgrklanen.net/tut/vb/
